Health manpower development and National Health System staffing

The problems of health manpower development are related to planning, production
and management, based on specific priorities of health policy concerning both
supply and demand of human resources. The Greek health care system is characterised
by oversupply of physicians and lack of trained nurses and other specialised
health professionals. Research shows that the National Health System suffers
from a deficit of specialized staff, maldistribution of personnel, absence of
decentralization policies, inadequate training, rigid practices of personnel
promotion which are unrelated to merit and poor motivation, resulting in low
productivity and customer satisfaction. The proposed organisational changes
of the system, the planned development and the training of health manpower,
based on population needs, should certainly improve the delivery of health services
under the principles of equity and efficiency.
